Overview
This article describes how to submit a bi-weekly Certified Payroll Report (CPR) in eComply Solutions to report employee wages and hours across two weeks. This process ensures compliance with project and labor requirements.
Before You Begin
Make sure you have:
- Employee payroll details for both weeks
- Wage rates, classifications, and fringe benefit information
- Tax and deduction details
- Check numbers or direct deposit (DD) information
Steps
Create the CPR for the First Week
- From the Activities tab, select Manage CPRs.
- Select your company name under the project and select New CPR/NP.
- Select the Week Ending Date for the first week and select Next.
- Select Add Employees to add the employees for the first week. The employees will appear in red with a status of Not Ready.
- Select the pencil icon next to each employee to verify the Classification, Trade Type, and Fringe Benefits Package.
- You can select Fringe Benefits Package to verify the rates of your package.
- Under Hours Worked, you can confirm the Hourly Rate and hours worked for the first week.
- Select Other Project Hours to enter any overtime and enter Other Deductions and Other Payments (if applicable).
- In the Deductions section you can add or verify taxes (FICA, Federal withholding, State withholding, etc.).
- Enter the Gross Wages and the check number or DD (Direct Deposit) and then select Save.
- Ensure all employees show a Ready status and then select Next.
Submit the CPR for the First Week
- Review the CPR Summary Information and select Next.

Review the Statement of Compliance and for question 4:
- Select A (fringes paid to plans/programs) or
- Select B (fringes paid in cash), or both if applicable
- Optionally add Remarks (e.g., “Bi-weekly payroll”).
- Select Sign and enter your name exactly as shown, then select Sign.
- Select Submit.
Create the CPR for the Second Week
- With the project still selected, choose New CPR/NP.
- Select Next.
- Select Add Employees to add the employees for the second week.
- Select the pencil icon to review details.
- Enter the Hours Worked for the second week.
- Keep all other details the same as the first week.
- Select Save.
- Follow the same steps from the Submit the CPR for the First Week section above to submit the second week CPR.

Tips
- A bi-weekly CPR requires two separate submissions (one per week).
- The only difference between the two CPRs is the hours worked for each week.
- Ensure your signature matches exactly as required before submitting.
