Creating a Utilization Plan as a Vendor

Overview

You can create a utilization plan when an organization provides you with a utilization plan code. The code connects the plan to the correct opportunity or requirement.

After the code is verified, you can review the plan information, confirm deadlines, start the utilization plan, complete the required sections, and submit the plan to the organization for review.

Before You Begin

You need:

  • Access to the agency’s portal
  • A valid utilization plan code from the organization
  • Access to the system for anyone listed as a contact person

If you do not have a utilization plan code, contact the organization you are submitting the plan to. The system will not allow you to create the utilization plan until the code has been entered and verified.

Steps

Creating the Utilization Plan

  1. Go to the My Utilization Plans page.

  2. Review the list of utilization plans you have submitted.
  3. Select Create Utilization Plan.
  4. Enter the Utilization Plan Code.
  5. Select Verify Code.
  6. Select OK to confirm.

Review the Plan Information

  1. Read the instructions on the utilization plan page.
  2. Review the Summary section.
  3. Confirm the organization you are submitting the plan to.
  4. Confirm the proposal number.
  5. Confirm the plan type.
  6. Confirm the organization point of contact.
  7. Review the Requirements section.
  8. Confirm the plan start and submission deadlines. These can vary.
  9. Update the contact person and address from the dropdowns, if needed.

Start the Utilization Plan

  1. Select Start Utilization Plan.
  2. Select OK to confirm that the record cannot be undone after it is created.
  3. Select OK to confirm that the utilization plan has been created.
  4. Review the updated Plan Summary.
  5. Confirm the plan status.
  6. Confirm the notification date.

Complete and Submit the Utilization Plan

  1. Select Fill in Utilization Plan Details.
  2. Answer the required questions.
  3. Enter the estimated bid amount.
  4. Attach files, if required.
  5. Add comments, if needed.
  6. Select Save.
  7. Complete the remaining required sections of the utilization plan.
  8. Select Submit Utilization Plan.
  9. Complete the required signature fields.
  10. Select the required affirmation checkboxes.
  11. Select Submit Utilization Plan.

Withdrawing the Utilization Plan

You are able to withdraw a utilization plan before it is submitted if you no longer need to complete it or if the plan was created in error.

  • Access the plan, under the Utilization Plan Summary, select Withdraw Utilization Plan.
  • Select Ok to confirm the withdrawal.

Field or Option

Description

My Utilization Plans The page where you can view utilization plans submitted by your organization.
Create Utilization Plan The option used to begin creating a new utilization plan.
Utilization Plan Code The code provided by the organization that is required to create the plan.
Verify Code The button used to confirm the code before the plan can be created.
Summary The section that displays key plan information, such as the organization, proposal number, plan type, and point of contact.
Requirements The section that displays important plan deadlines, including the start and submission deadlines.
Start Deadline The date or time by which the utilization plan must be started.
Submission Deadline The date or time by which the utilization plan must be submitted. This may be different from the start deadline.
Assigned Contact The person who receives notices about the utilization plan.
Fill in Utilization Plan Details The section where you enter required plan information, including bid amount, files, and comments.
Submit Utilization Plan The option used to send the completed utilization plan to the organization for review.

Tips

  1. If the code does not verify, contact the organization that provided it.
  2. Review the start deadline and submission deadline carefully because they may be different.
  3. Make sure the assigned contact can access the system and receive notices.
  4. Review the plan summary before starting the plan.
  5. After the utilization plan is created, the record cannot be undone.

Once the plan is created, you can complete the required information, attach files, add comments, and submit the plan for organization review. After submission, you can return to your utilization plan list to check the current status.
